Bush’s administration, along with the Progressive Conservative Canadian Prime Minister Brian Mulroney, spearheaded the negotiations of the North American Free Trade Agreement (NAFTA), which would eliminate the majority of tariffs on products traded among the United States, Canada, and Mexico, to encourage trade amongst the countries.
Yeah I know, George Bush was an idiot. So was his son.
Bush and his minions, along with that snake Mulroney, decided it would be fun to get rid of trade taxes on different goods traded in the Nafta countries (Canada,U.S, Mexico) to do more trading.
Big mistake, one of many blunders done by those men…

spearheaded can be seen as AIM and negotiations means to resolve
so thereforle they both tried to aim a solution of the NAFTA that would get rid of the tariffs & etc

it means they instigated and led the negotiations (Bush’s government and Mulroney’s government jointly)

The negotiations were spearheaded by the administration of President George H.W. Bush (George W’s father) together with Canada’s PM Brian Mulroney; starting around 1990. The three countries, Canada, US and Mexico, signed an agreement in principle in 1992 (when Bush was still in office) but NAFTA was ratified and signed into law in the US by President Clinton in January 1994.
